Apologies in advance if this is too basic...
On our Ohio-centric 2016 V60, there were two small indentations, painted same as bumper, that matched up with the factory bracket. (Centered on this car.) A couple #8 or #10 Phillips drive self-drill self-tap sheetmetal screws, about 3/4" to 1" long fit the bracket well and drilled/screwed right into the plastic with no cracks or distortion. The key is stopping when it's appropriately tight, and not stripping out the plastic threads you just cut. I used a drill/driver for it, not a manual screwdriver. Slow is good. Make sure your Phillips bit isn't worn, and fits the screws well. Or, drill the right sized hole (smaller than screw) very shallow, like 1/2", insert screws, and you'll be good.
Our car came with a very small stainless version of the bracket used on XC70s for years, so we went with stainless sheetmetal screws when we returned from pickup.

My wife has her first ever Volvo a gorgeous denim blue xc60 purchased via osd. Had it trucked to us as we live 150 miles from the dealer. Our local dealer, 40 miles from us, closed their osd program.
Simple question but I want to get this right: how is the license plate frame attached to the front? The metal frame
was just tossed in the trunk for us to deal with.
I see two very small pilot hole marks that correspond to two holes in the frame. The back license plate frame is attached to the body with 2 T30 round head metal machine screws. I don't want to make a mistake.
The front mounting area seems to be fiberglass. Ideas? Thanks and sorry for the overly simplistic post. Normally with my 50 years diy car repair and maintenance experience I would just do this, but I don't want to make a mistake.

Normally the frame comes with a package of four small black screws. Two are used to attach it to the front bumper where those two small divots are.
For more secure fastening, you can use a barrel nut and screw. Some Volvo's come with those as means to attach the front plate bracket.
You could have continued to use your ranchhand user name, BTW.

No screws came with the frame. Thanks.

You can just use a couple screws of your choosing then, no big deal.
