Hey there, I'm currently going through this program in Charlotte. Overall it's been a decent experience to me, though I'm not a fan of some aspects.
I didn't negotiate salary, but a friend tried to and was not successful. I believe I may be in the same organization that /u/420Phase_It_Up used to work. I used to have a laptop (still do technically) but we moved to our new office that's more modern and switched to virtual desktops with thin clients. They say that the desks are unassigned so anyone can work anywhere to encourage collaboration and help teams that need to work with each other, but everyone near me just sits in the same spot every day. I don't use my laptop anymore, though I'm trying to get a MacBook pro right now to switch. My friend in a different organization has his own large cubicle and works off his laptop. Your experience, work environment, and what you do will vary team to team, org to org.
Pay is above average I think, which was a big reason for me accepting. I was also lazy and didn't want to interview, but I also liked my team and living in Charlotte. However, since you're in the program, you're on a different payroll/promotion thing, so even if you do really well you can't get a big promotion until you're out of the program which is a year later. I had an above average performance review and got a ~3.5% raise + bonus. Other teammates got around the same, or if they joined in July (I joined February) just got a bonus. A person in the program a year before me got promoted to the next level recently and didn't get as big of a boost as I expected for salary. Not a bad bonus though.
I'm mostly doing backend/middleware web development, but I'm picking up more front end. We use Java with Spring, but front end uses a proprietary framework that has a little bit of everything from the popular ones. It's okay, but I know a lot of front end developers in my space don't like it. Regarding the program, it doesn't really offer that much besides networking opportunities. You get exposed to other areas of the company which is nice because you can find something/a team you're more interested in and go from there.
For me, I think it's been a pretty good place to start my career. I've learned a lot so far, have great work life balance, and I've been able to pick up more responsibility as I go so I can keep learning. I love living in Charlotte as well. I'm still trying to figure out what I want to do/where I want to go, so it's nice to have a chill, well-paying job (that could really be a longer career) while thinking & learning.
Depending on what other offers you have, it could be a good starting point. Hope this long post helps, feel free to ask me anything else.
