But that is for the second group of " no gluten ingredient" products. The ones they label gluten-free, including the Ruffles, say:

The gluten-free ones are tested with a 20 ppm or less test. That does not mean they have 19 ppm. They could have none. I eat Ruffles and Fritos and Santitos and Tostitos and have never had any issues except my hips and thighs.
The following report on Ruffles Sour Cream & Onion (NOT LABELED GF) will inform you of the amount of gluten found in this product during testing.

The best practice is to ALWAYS refer to what is on the package, not rely on scanners or websites made by third parties. Where do the scanners or websites source their info? Is it from the manufacturer? Is it up to date? Do they assume that "no gluten ingredients" means GF? Do they assume no GF label means "may contain"?
The label has all this info, direct from the manufacturer. It is the most accurate source. Even company websites should be used as a secondary source since they may not be updated or the website may be region specific (ie. label laws or ingredients are different where you live).
I live in Canada and most Ruffles chips are labelled GF here, but as I say, go off of what's on the label. In the US for example many chips that are labelled GF in Canada are not there. This is because they are made in different plants and sometimes have different ingredients.
U.S. Products Not Containing Gluten Ingredients
The Frito-Lay products listed below do not contain wheat, rye, barley or oat ingredients (we include oats in this list as a precaution as oats are often commingled with gluten-containing grains). Please note however, some of the products listed below may be manufactured on the same lines as products that contain gluten.
